The so-called "Higher Planning Council" of the Israeli occupation army is set to discuss a settlement plan for the construction of 267 housing units in two settlements: "Ma'ale Amos," southeast of Bethlehem in the southern occupied West Bank, and "Ganei Modi’in," adjacent to the apartheid wall near Ramallah.

The Israeli organization "Peace Now," which monitors settlement activities in the occupied West Bank and Jerusalem, stated that the plan to build 150 housing units in Ganei Modi’in represents the first case of settlement expansion beyond the apartheid wall.

The organization added that since the beginning of 2025, the "Higher Planning Council" has discussed plans for the construction of 19,647 settlement units, marking a record high compared to previous years.

According to Peace Now, the number of settlers in the West Bank reached around 770,000 by the end of 2024, spread across 180 settlements and 256 outposts, including 138 classified as agricultural and pastoral outposts.
