Human Rights Watch stated that former U.S. President Donald Trump’s plan to end the war in Gaza does not replace the urgent actions governments must take to protect civilians.
In a report marking two years since October 7, 2023, the organization said the 20-part plan does not directly address human rights issues or accountability for serious crimes committed.
The organization noted that Israeli forces have killed tens of thousands of Palestinians in Gaza — most of them civilians — wiping out entire families and killing, on average, the equivalent of a full classroom of children every day. The military operations have turned most of the Gaza Strip into rubble, destroying or severely damaging entire neighborhoods, cities, homes, schools, hospitals, and civilian infrastructure.
Human Rights Watch added that Israeli authorities have caused famine by using starvation as a weapon of war and have forcibly displaced nearly all residents multiple times.
The organization found numerous violations of the laws of war amounting to war crimes and crimes against humanity, including genocide and acts of extermination, as well as violations of binding orders issued by the International Court of Justice.
